Can Bolivian passport holders with an EU/EEA residence permit enter Aruba?
Yes. With a valid EU residence permit, Bolivian passport holders can enter Aruba visa-free for up to 90 days. On the passport alone they would need a visa.

Conditions
- Up to 90 days in any 180-day period.
- Nationals of Bolivia, China, Cuba, the Dominican Republic, Haiti, India, Jamaica and Venezuela may also enter on a MULTIPLE-ENTRY US or Canadian visa (an ESTA does not count).
- Visas must be MULTIPLE-ENTRY: a Schengen, UK or Irish multiple-entry visa qualifies; so does a residence permit for a Schengen country, the UK, Ireland, the US or Canada.
- EU residence counts only if it is for a Schengen country — a Cyprus residence permit is not listed.
- You must also show a return ticket, proof of accommodation, enough money (about US$100–200 a day) and medical insurance covering at least US$15,000.
Also accepted instead of an EU/EEA residence permit: Schengen visa, UK visa, UK residence permit, Irish visa, US Green Card, Canadian PR.
