Can Saudi passport holders with an EU/EEA residence permit enter Serbia?
Yes. With a valid EU residence permit, Saudi passport holders can enter Serbia visa-free for up to 90 days. On the passport alone they would need a visa.

Conditions
- The visa must be MULTIPLE-ENTRY, issued by a Schengen state, Cyprus, Ireland, the UK or the US.
- It must remain valid for the entire length of the stay.
- Residence permits from a Schengen state, Cyprus, Ireland or the US also qualify, with no multiple-entry test.
- 90 days within any 180-day period.
Also accepted instead of an EU/EEA residence permit: Schengen visa, US visa, UK visa, Irish visa, US Green Card.
