Yes. With a valid Gulf residence permit, Ugandan passport holders can enter Azerbaijan with a visa on arrival (up to 30 days). On the passport alone they would need a visa.

Conditions
- A residence permit from Saudi Arabia, Oman, Bahrain, Qatar or Kuwait, or a UAE resident visa, valid MORE THAN 6 months.
- The visa is issued on arrival at Azerbaijan's international airports (ASAN Visa), for up to 30 days.
- US, Schengen and UK visas are not part of this route.
- Citizens of Syria, Afghanistan and Iraq are asked to contact an Azerbaijani embassy before travelling.
