Yes. With a valid Schengen visa, Pakistani passport holders can enter Türkiye with an e-visa (up to 30 days). On the passport alone they would need a visa.

Conditions
- e-Visa is single entry and allows up to 30 days within any 180-day period.
- Requires a valid Schengen, US, UK or Ireland visa OR residence permit, valid for the whole stay.
- Passport must be valid at least 6 months from entry.
- Return ticket, accommodation booking and proof of funds are required.
Also accepted instead of a Schengen visa: US visa, UK visa, Irish visa, US Green Card, EU/EEA residence permit, UK residence permit.
