Yes. With a valid EU residence permit, Indian passport holders can enter United Arab Emirates with a visa on arrival (up to 14 days), instead of e-visa on the passport alone.

Conditions
- 14 days, extendable once by 14 days.
- The GDRFA page lists a US permanent residence card (green card) and UK or EU residence visas. Widespread reporting also includes an ordinary valid US visa — that route is graded 'check' here because the official page does not state it.
- The qualifying document must be valid at least 6 months.
- Passport must be valid at least 6 months.
Also accepted instead of an EU/EEA residence permit: US visa, US Green Card, UK residence permit.
